Well, the 20s were kinda awkward with Prohibition. Especially with having many people either hating alcohol or just wants to sell it illegally (e.g. Al Capone, Lucky Luciano, pretty much any 1920s mobster/gangster).

Well, the Chrysler Building started construction in 1928, and for the Empire State Building, I think they started construction on it, in late 1929. But I don't know if this cartoon was made in the 1920s, if they don't have those two buildings completely built back then.
