Subject: Guest posting enabled, boards moved, etc.

I moved the welcome new members board in with the Penguin stuff, enabled guest posting on all the forums except the penguin forums. Basically, you can use the system without registering an account, but the games, and stuff are off limits till you make a proper account. Guests also can't modify posts and a lot of other basic stuff.
