Floyd Vivino aka "Uncle Floyd" (b. October 16, 1951 in Paterson, New Jersey) is a television, film, and stage performer primarily known for his influential comedy/variety TV show "The Uncle Floyd Show". The show has been on the air in the local New Jersey and New York area off and on since 1974, for a time airing on the state wide PBS network, New Jersey Network. It can be read as a children's show, or a parody of a children's show. Much of the humor has a twist aimed at adults in the style of Soupy Sales, or another comedy performer that followed Floyd's lead, Pee Wee Herman.

Here is the song that Bowie wrote about him:

Looks like Uncle Floyd had some great bands on the show. Does he still have the show with more recent bands?

He occasionally does live shows "deep in the heart of Jersey" but not much-
I found online that...
Of over a thousand bands that appeared from 1976
to the mid 90's, the only ones remaining on video are those like BON JOVI, THE
RAMONES, CINDY LAUPER, CHUBBY CHECKER and THE DREGS.

If by special  you mean does he play kick-ass ragtime piano? Then yes.

he did the theme for a commercial for a place out here called Wild West City- a western recreation with actors having gunfights and stuff...the music was great; he was a talented piano player- still is.
