I think it's post count related.  if he's never posted he probably can't see it.

He did start this thread on there, although that was along while back. I think he only has one post outside of Video Games. But when he logged in, the board just wasn't viewable for him. Then I tested it with my account to see if it was taken down.
How long's he been a member?
He's been here for awhile, just hasn't posted alot.
Edit: Next time he's over I'll have him test it again.(I don't know his password)
When I checked the other his post count last time, only one showed up. This time his other posts are also showing up.

I corrected it.
The stats were set that he would need 10 posts in order to see the board.
