aside from being incredibly annoying and ugly, does anybody notice that he's a direct ripoff of Balki Bartokomous from "Perfect Strangers"?

^I understood what jj65 meant. Fez is a funny foriegner that comes from a fictional and/or nondescript foreign country. Balki was the same way on "Perfect Strangers".
As for the looks of both men...

And Balki was just a ripoff of Latka from taxi. But Fez still makes me laugh harder than the both of them.
