The debate can go on forever, the beginnings of '00s culture were in very late 1998. I've usually said that 2001 was the first truly '00s year and when it really got going, though you can definitely see a lot of '00s-ish things in 1999 and 2000. Of course the '00s technically started on Jan. 1, 2000, that can't be debated, lol.

I would say:

1997: 10% '00s
1998: 20% '00s
1999: 35% '00s
2000: 45% '00s
2001: 55% '00s
2002: 65% '00s
2003: 85% '00s
2004: 100% '00s

In very, very primitive form, 1997. In noticeable trends and music, late 1998. It overtook around mid 2001 and certainly after 9/11. They were almost entirely dominant by mid '05.

Right now, I'd estimate there's about 10% 90s left.

It's only '90s in the sense that it's tied to 1999.  It's not like 1998 or something.

Yeah, I'm starting to think it was in the running, even before 9/11 - that more tended to change the political landscape and overall "feel" of the era, but pop culturally, most of 2001 was pretty hip-hop oriented and had even less cheesy pop than, say 1999 did.

By late 2001, 1999 was definitely far off. But early 2001 seemed like a fusion of 1999 type stuff and real '00s stuff.
