What if those two major tragedies happened in the two surrounding decades instead of the second and second-to-last years of the 2000s? How different would those three decades be percieved in such scenario?

Well the recessions effects lasted into the early 2010s, it just woulda took longer to fix, so instead of 2015
maybe 2017 it would have been fixed

It depends when in the decade the events happened? Does 9/11 occur in 1991 or 1998 and does the recession occur in 2011 or 2018?
