that actually may be one of the most perfect descriptions of politicians ever.  Except, why is Clinton Sylvester? That I don't get.

Dean as Daffy is perfect.  Kucinich...well, I always thought him to be Golem, but he's not a cartoon...hmm..Elmer..maybe...lol

Maybe because Sylvester is always chasing after a bird (think of other meanings for bird LBJ's wife should be a hint if I'm thinking what he's thinking)

Yeah, that and the big red nose!
But it doesn't quite fit the Clinton persona...and he's certainly not a Montgomery Burns.  Mr. Burns is more like the late Strom Thurmond.  I don't know just yet what character makes the best Bill Clinton.
For Tom DeLay, I'd go for the Tasmanian Devil.

I still say he is that man from Tom and Jerry that was Tom's owner in some of the later pre-1980's episodes.

Yeeeeahhh, that's the ticket.  Fritz the Cat works for Clinton.  Dirty Duck I also remember from National Lampoon, but Fritz is better.  Reagan is a sort of Mr. Magoo....

The Bush--Alfred E. Neumann nexus works, but his speaking style is definitely Foghorn Leghorn!
Bill Bennett works as Two-Face from Batman.

Hillary Clinton as the Mayor from South Park
Robert Byrd as Grandpa from the Simpsons
Ted Stevens as Grandpa's friend
Bill Clinton as "Chef" from South Park.....He sure did enough 'Simultaneous Lovin' with gals other than Hillary!

Hey, you're insulting one of the finest cartoon characters that Warner Brothers ever put out!

Also, I think you mean Simon Bar-Sinister, and I'd have to agree.

Porky pig wasn't really anybody's favourite Looney Toon. Nevertheless he was an important character. Dick Cheney is also an important figure who works largely behind the scenes. He's also fat, and he's a Capitalist pig. There's my reasoning.

Key difference--Porky Pig had good intentions.  I mean, he screwed everything up, but at least he meant well.  Not Cheney.  Dick Cheney reminds me more of Rock Bottom, the bulldog on the '60s version of Felix the Cat.  Of course, nobody under thirty-five would have any memory of the '60s version of Felix the Cat, let alone the bulldog known as "Rock Bottom."

How about Pat Buchanan as Droopy Dog?

There is a physical resemblance, but it's the tone of voice more than anything.
