Several hardened atheists here at Vulture Central have suggested this is in fact Gandalf - a heretical suggestion given that Gandalf is a fictional character without the power to manifest himself in silicon. We have, accordingly, emailed their details to the Spanish Inquisition.

This type of thing is nothing new. In fact, it dates back several decades.

I don't have the gear to fully explore Chip Art, but there's some pretty impressive stuff in the Smithsonian, and you should also check out Mushroom's link. Those three sites are great jumping-off points.
I have, however, seen a few bits of graffiti on a few printed circuit boards where I didn't expect to find it. Always brings a smile to my face.
