Manchester will be the first city in the UK where people can voluntarily sign up for ID cards, ministers are set to confirm.

Will the ID Card system work?

It depends how you define "work"? ;)

If there are no terror attacks by Manchester-based terrorists, will the government say that proves ID cards work as an anti-terror solution?

Just as long as they don't try checking IDs at the doors to Old Trafford..

"ID cards will deliver real benefits to everyone, including increased protection against criminals, illegal immigrants and terrorists," the home secretary said.

Huh? How is it going to protect people against criminals.  "Oh! you have an I.D.?  Well then go along I will rob someone else"  ::)

The U.K. is definitely on the cutting edge in terms of dismantling personal civil liberties and privacy, but unfortunately we in the US aren't too far behind.

While you've had the USA PATRIOT act, I'm sure the govt are working on the Civil Liberty Identity Tracking, Observation, Risk Investigation Scheme. Or something like that.
