So, I just encountered and read an article stating that the economic downturn from 2008 never truly ended due to no real growth. Would you guys agree?

It ended this year (2017). The Asian economies are firing on all cylinders and the global economy is experiencing a synchronized upswing.

I already heard that the economy was going up late 2016. So maybe as early as late 2016.

This is per-capita GDP.  Most of those boomers are still out there, but they've retired and aren't contributing to GDP anymore.  It should be expected that per-capita GDP growth slows when a large cohort of workers leaves the workforce.
