Undoubtedly Katy Perry. Not only was her Teenage Dream the best sold album of 2010 with a records amount of hit songs, but her classic bubblegum pin-up girl image truly was accessible for a much more wide ranging public. Children to the elderly were obsessed with her.
Lady Gaga on the orher hand, with her extravagant and raunchy diva image, had a more niche appeal, mostly towards club goers and LGBT people.

Lady Gaga was still huge, especially with her meat dress reveal at the 2010 VMAs. But Katy Perry was a bit bigger with her 3 #1 songs in 2010 and her Teenage Dream album which debuted at #1.
Lady Gaga was more popular in 2009.

Lady Gaga was the biggest pop star in the world in 2010 no contest. She was headed towards being the same level as Britney Spears but declined quickly in 2011.

I was a teenager when she wore that infamous meat dress lol. That was something else haha.

Lady Gaga height is 1.55m and Katy Perry is 1.7m, thus Katy Perry is bigger by 0.15m.

They were both big at the time but I never paid attention to either one of them till later on. Honestly the first time I saw Katy Perry was in the Proactiv zit cream commercials.

Definitely Katy Perry. But Lady Gaga was still very popular.
