The disco songs poll inspired me to do a similar one with early New Wave classics. Here are my top 5 picks, in no particular order:
Pump it Up - Elvis Costello
Message in a Bottle - The Police
I'm a Man - Joe Jackson
Let the Good Times Roll - The Cars
Cool for Cats - Squeeze

I don't know if you'd classify this as "Early New Wave", but I always liked Tim Curry's "I Do the Rock" from the late 70's.

From the list I like "Pop Muzik" best (SO cheesy, so 80s despite being 1979). Although Devo's early stuff was pretty good. I hate the Cars though. Sorry but they just sucked. In my opinion.

I chose "Psycho Killer" (qu'est-ce que c'est?) by Talking Heads. It's one of the few on the list I consider to actually be New Wave.
Some others not on the list...
Rescue - Echo and the Bunnyment Crocodiles (1979)]
Love ------> Building on Fire - Talking Heads

I Love that song! Very influential on indie rock I think.
"I Got You" by Split Enz is also great.
