I copied this idea from 80smuzikhead who started this topic in the 80's section of the messageboard.
One song that definitely comes to mind for me is 'Seasons in the Sun' by Terry Jacks, whose character in the lyrics sounds cheery, even though he's dying.

From the 70's, some of the decade's biggest hits were like that. Examples off the top of my head:
Alone Again Naturally - Gilbert O'Sullivan (a guy contemplating suicide)
Billy Don't Be A Hero - Bo Donaldson and the Heywoods (Bouncy yet downright cynical anti-war statement, I mean she throws the letter away at the end)
Brandy (You're A Fine Girl) - Looking Glass (basically a very sad story about a lonely barmaid)
Last Song - Edward Bear (his girlfriend ain't coming back)

I'll throw in...
'Hello This Is Joannie' - Paul Evans
...which was basically a 'death' song (girl dies in car crash) with an underlying theme (guy keeps trying to phone her, but only gets her answering machine message...)
All well and done, but it sounds as morbid as a breakfast cereal commercial...!

Happy sounding songs with sad lyrics?
These aren't easy to come up with. How about
Jimmy Cliff's "Wonderful World, Beautiful People" ?
It's a song from 1969 but I believe it was on the charts in January of 1970.
