There was a plot to hijack a plane and crash it into the White House way before September 11, 2001.
In 1974 a man by the name of Samuel Byck attempted to hijack an airliner and crash it into the White House with the purpose being to kill then-President Richard Nixon...

Sean Penn starred in a movie about him made last year (currently still showing in Australia), called The Assassination Of Richard Nixon
