I never got the name of this movie but here is all I remember about it. Some guy with curly blond hair (kinda looked like the singer from Nickelback lol), him and his friend were being questioned by a cop somewhere on a dust/dirt road, and it looked like the two guys were either swimming or something because they both had towels warped around them. While the cop was talking to them, he said to them "Well, why the hell didn't you do something??" -- and the blond guy said "I was scared"...cop says "...what??" -- then he gets mad and shouts at the cop "I WAS SCARED!!!" -- then the cop smacks him in the face and said "You one frightened little boy?  Huh? <smacked again> You one frientened little boy?"

Two scenes later the blond guy raped some girl. I think it might have been that cop's daughter. That's all I remember. I had only seen this movie once about 12 years ago, but I could tell it was an older movie by the film quality. It was on USA's late night movie slot. It could have been a horror movie...kinda sounds like it...thanks...
