Subject: Looking for Kids Television Show Title

This may be a little vague, but I am trying to find out the name of a live action kids television show that had a guy dressed in a long black futurist cloak with large shoulder pads. I think he drove a motorcycle with a side car. I think the guy also wore sunglasses.
I also remember something about a kid also being in the show. I think the kid was able to escape being caught by the man in black by using somekind of book or something. I beleive this was shown in schools or on PBS. If anyone has the name of the show I would really appreciate it.

The show you might be thinking of is called "Storylords". I think the bad guy's name was Thorzul and his assistant was Milkbreath. And if I'm not mistaken, the boy's name was Norbert and he pedaled a bike at a certain speed for him to disappear.
