Hi ktjane

Your profile doesn't say where in the World you're from....here in the UK in the late 70s there was a program called "Animal Kwackers" featuring a pop band of animals - actually actors dressed up in animal suits with face paint etc like you describe. In fact it may have been masks rather than face paint.

There was a blue lion (Bongo?) and a tiger (Rory?) plus 2 others called Twang and Boots but I don't remember what sort of animals they were...I don't remember any peacock!

Does this ring any bells?

There was also a show called "Zoobilee Zoo" that featured actors dressed up as animals.  Ben Vereen was Mayor Ben.
