Subject: Name this Horror Flick, Win a Prize!

Ok, I'm a cheeseball..no prize...sorry, please don't hate me. :)
Anyways, I've been trying to remember the name of a horror flick (1984-ish) where there is a scientist who invents a machine that is basically a glorified tuning fork.   In one scene there are these "things" swimming around inside of this room while the machine is on, then "normal" when the machine was turned off.  The only other thing I can remember is there is a character in the move (bad guy, maybe?)  who has a snake-like thing that pops out of his forehead that kills people.  Please tell me that this is actually a movie that I saw back when instead of ramblings from a brain that was taxed <way> too hard in the '80's.

I would say it's H.P. Lovecraft's "From Beyond".

Could be Re-animator though. Either way, it's from an H.P. movie / story.
