Subject: A little help please....

My girlfriend and I were talking the other day and she brought up this old movie or tv show she saw when she was about 3 or 4. It sounded vaguely familiar but neither of us could remember the title. The plot involves a girl that either lives or moves into this town, the girl wears very bright clothes and everyone in the town gets along really well. But the people in the town start to fight and the girl loses all of her colors. We thought they sang the John-Jacob-Jingleheimer-Schmidt song at some point. Then the town starts to get along again and the girls colors come back. We couldn't remember if it was a cartoon or not. Any help would be greatly appreciated. Thanks. ;D
