The song was released in 1988/89 by a band called When in Rome. They have a self-titled album which is excellent ("The Promise" is the first song on the album). Unfortunately they either have not released any more albums or the only others they have released are not available in the US... I first the first...
I can usually find the cd in stock at any national music chain, and they should be able to order it. If you're having problems finding it I would suggest contacting Virgin records as the album was released through them.

Not sure how easy it is to find the When in Rome tape (as I've not looked at tapes for a long time, unless they were old tapes sold for a dollar or two). I can keep an eye out for it if you like...

PS. I know I said this a long time ago but I just thought I would say it again for those interested... My wife and I broadcast an 80s show over the internet every Friday night from 9pm-1am (Central US). The address is vic.nsula.edu/knwd and you can make requests by telneting to 3k.org 5000 and talking to Jasra or by contacting my wife via ICQ... just search for the name Amianda. We should be up this Friday but we may not since the system admin was on vacation and turned the comp system off last week.
