I saw this movie a while ago it was about these two kids that broke into a power plant and they used a remote-controlled Subaru Brat. Does anyone know what the title of this movie is?

I think what you're looking for is "The Manhattan Project".
Not too sure, since there were tons of movies in the 80s where kids were breaking into plants.
The Manhattan Project was about a kid who wanted to expose a "secret" nuclear facility in his town. He ended up making his own nuclear bomb for a science fair (and for other reasons I believe).
