There was a World Cup held in Mexico City in 1986 (I was an exchange student living in Mexico City at the time, so that's how I know.) Sorry, can't give you any more info than that.

Actually, I went through some of my journals and photo albums and was able to come up with a bit more information about the Cup in '86. Brazil won the title that year, defeating Mexico, not sure of the score. The mascot for the Cup that year was a sombrero wearing cactus named Pepe, as I have a large ink pen in the shape of Pepe, along with a bunch of stickers and cards.

brazil and mexico never played in the playoff rounds at all.
they werent even in the same group, so they never played each other.
argentina won over west germany.
