Subject: 80s villian,whats her name

Hi I have a mattel doll that used to play with all the time as a kid. I know that she is a cartoon villian but i don't remember her name or what show she is from. She has long curly neon green hair that glows in the dark and a witch face with a wart on her nose. She wears a long purple shiny dress and her dress has a pattern of angry eyes on it that also glow in the dark.
Any ideas or advice?
