Thank you. I think he was from a Saturday morning commercial, or short cartoon. It's driving me nuts.

I can't place it and I thought I knew animation..he seems to be showing off a buton but it doesn't say anything..unless it was a commercial character or school house rock kind of thing?? :-\\

I can't find him anywhere. >:( I've searched bowties, monocles, medals. I'm about ready to give up. :-[
