Subject: Cant remember name of artist or song

It was a video played on Mtv a bit. The video had a little girl running around train tracks beating on things with stuff she had found. There weren't many vocals to the song except a woman saying "hey"
Can anyone help me remember who the band was, and maybe the name of the song?

Yes the video and the song are pretty weird. That's probably why i like it. hehe

it's been years since i seen the video but i knew right away the artist by the description abbynormal gave.

Ok, this is weird. I asked about the same vid about a week ago in another thread. It is (Close To) The Edit by Art of Noise. I looked it up on Rolling Stone.com. Has anybody found the video on the web? Would like to add it to the collection.
