Annie Lennox is my no.1 choice. Also well worth a mention: Hellen Terry (Culture Club's big and souldful backing singer), Kate Bush and Alison Moyet.

These two had chops. While Benatar had operatic training; which gave her range and power; Houston had soul. She could could convey emotion much better.

As singers, I think Annie Lennox, Chrissie Hynde, Cyndi Lauper, Susanna Hoffs, and Kate Bush are the best, in that order (not counting Whitney Houston.)
