That one certainly *looked forward* to the 90s, but I don't know as it really sounded 90s.

"Eighties" by Killing Joke.  When I heard this song for the first time back in the mid 90's, I thought it was a 90's alternative rock song.  It was a 1984 song, but it sounded more like 1994 :o

All of the above are great examples of songs that sound "out of time" to my ears; none of them is loaded down by the typically slick 80s production techniques...not that there's anything wrong with 'em.  ;D

Speaking of REM, I've always thought that portions of the "Green" album would have fitted in nicely on later works, especially "Monster". Michael Stipe used to say that the group wanted to make an all-out "rock" album, but the notion always got lost along the way in earlier years. That may account for the mix of hard and softer moments on many of the pre-Monster records. Just my two cents...

These were pretty influential records for the '90s, that's why they sound so '90s. Especially anything by Tracy Chapman from her debut, everything from the '90s by singer-songwriters was at least MILDLY influenced by that (Liz Phair, Tori Amos, Ani DiFranco, Michelle Shocked, Sheryl Crow, Rose Polenzani, etc.) "What I Am" sounds VERY nineties, I agree.

Yeah i think the Chilli Peppers and Faith no more both had records come out in '89

"Where Is My Mind?" by the Pixies sounds like it's from 1992 or something.

Pretty much any underground grunge sounds '90s.

Even though of course, these changes overlap a few years and take awhile, I think in 1988 especially (although as early as '86 and more in '87) there were songs beginning to get a "90s" flavor. Especially on the alternative rock side of things.

Aside from the ones already mentioned:

Fight for Your Right - Beastie Boys
With Or Without You - U2
Wanted Dead or Alive, and I'll Be There for You - Bon Jovi
Love Shack - B52's (well, more like early '90s dance, but it could still pass)
Funky Cold Medina - Tone Loc
She Drives Me Crazy - Fine Young Cannibals
Beds are Burning - Midnight Oil
Every Rose Has its Thorn - Poison (more "stripped down"/accoustic than most hair band ballads)

Strokin' - Clarence Carter

I think it would have fit right in with "Come Out And Play", "Tootsie Roll" and others of that time period.

Which came out in 1980 and definitely didn't sound '90s!

The '90s sounding songs from the '80s I was going to mention have been mentioned already:
The Pixies, Echo & The Bunnymen...

Stuff Nine Inch Nails and Prodigy ripped off:
Front 242: "Welcome to Paradise"
Ministry: All Day" and "Over the Shoulder"
Revolting Cocks: "You Often Forget"
Scraping Foetus: "Enter the Exterminator"

Stuff Goth bands ripped off:
The Sisters of Mercy: "Marian" and "Driven Like The Snow" (pretty much any S.O.M song will do!)
Clan of Xymox: "Louise" and "No Human Can Drown" (Xymox is now just Ronnie Moorings, and he's been ripping himself off for years!)
The Cure: anything from the "Pornography" album
