With some difficulty I have tried to recollect the names/titles to a children's program that involved a witch and a librarian. The witch captured the librarian in the park at the beginning of each episode and whisked her to her "home" where she made the librarian stay until she "created" a book in a machine that contained the topics that the witch wanted to read about that day.

I don't remember it, but this pretty much has to be it.
