It think it sometimes depends on which country one is from, as to when the song was released and how long it took to "catch on".

it was a UK Top 20 hit in September '79.  Hit the Canadian Top 20 in April of 1980

I think Donnie isn't being literal - I'm pretty sure he means "80s sounding" songs that came out in 1979 (i.e. in a synthesized, new wave style). There were a few years of overlap, as there were still "70s sounding" songs as late as 1983. But even in 1978/79, there were "80s" songs, too.
