the same woman that was in the tv programe "home improvement"?

Are you talking about Patricia Richardson, who played Tim Allan's wife on the show? I just watched the video over on YouTube, and I can't say the woman who appears in the video looks like Patricia, and it's not listed on her resume over at imdb.com. Here's the video on YouTube:

Patricia Richardson would've been in her early 20's, I think
And the song's not about women rights either ... :P
