I was too young for college in the 80's so I cannot advise who was the best college band DURING the 80's. However, I can submit an opinion in retrospect.
First, I think most people can agree that 80's (not 90's) R.E.M. music was amazing. They were supposed to be really good during the early 80's as a college band.
As far as my favorite college band goes, I would have to say Jesus and Mary Chain or the Smiths.
My question is DURING the 80's (at that time) who was considered to be the best college band?

I picked Rem, XTC and the Psychadelic Furs.
For other I would go with The Alarm - I don't know if they would be considered a college rock band per se, although I heard that they did play a free concert on the UCLA campus in 1988 that was televised.

there are a lot of groups I dislike on that list. it was an era when I found that music was getting quite boring. I have to say I completely agree with your choices, though. adding REM of course.
