Subject: please could someone help with a tv program

my son used to watch an american tv show on cable during the mid to late 90's. i cannt remember anything about it except i am fairly sure it was a cartoon, and that the theme tune had the name of the main character(and probably name of the show) repeated twice,followed by "the party's just begun"

I apologise in advance as i know the clues i have given are reeeeeeeeeally vague, but i would appreciate any thoughts anybody may have

I thought the "The party's just begun" bit rang a bell.  I did a quick search on Google for "the party's just begun" +cartoon and found this link.  Not a cartoon I've heard of but they might be talking about the one you are looking for.

They either call it Wayne Head or Wayanhead.
