I watched this Cartoon Network show. It's very much like Rocko, it's trippy and violent and weird. Billy and Mandy kind of has that weirdness too but it seems more 2000s.

Unfortunately, it's a real cartoon from this decade... :P
Doesn't remind of "Rocko's Modern Life", though the creator worked on another cartoon that's currently on Cartoon Network titled "Camp Lazlo"... minus the humor and flash animation added

I've never actually watched this show before, but I've seen some commercials for it.
It looks pretty bad IMO :(

I think that both "Camp Lazlo" and "My Gym Partner is a Monkey" are equally horrible.
However there is one thing that they have in common with some early 90s toons - whenever something particularly gross or disturbing occurs on screen, they show a detailed closeup pic of whatever it is, like Ren and Stimpy use to do.
That said, I love (the completely urelated) "Grim Adventures of Billy and Mandy". Only show I like on Cartoon Network's current lineup.
