Nothing special, but they were under 25, so I don't think they've had the same hair for 15 years.

It makes sense. Spiky hair became popular around this time 20 years earlier, so it's perfectly ripe for a comeback.
In New York, it was done at Men's Spring/Summer 2015 fashion week. It was called "Party on Top".

Here in Europe, it was a 1994-1996 trend (for females) to wear your hair childish, especially on club nights. Braids, pigtails, Bjork knots, etcetera. It could be very cheesy; especially when combined with the colorful, harmless and/or glitzy clothes also available in that era.
