Where/when do you feel the early, mid, and late 90s fall culturally and why?

For myself, it's a complicated system:

Early 90s:
January 1990-January 1993
(Core period - January 1990 through September 1992)
-Hair Metal
-Big Hair
-Shoulder pads
-Synthesizers are big in pop, New Jack Swing, and Freestyle
-Early rap
-Big hair
-AIDs crisis continues and is still not truly understood; the death of Ryan White in 1990 helps to end the stigma of AIDs as a "gay disease"
-LGBT movement rebounds from AIDs and begins to slowly become more visible.
-Economic downturn in US
-Gulf Storm is the last US military triumph
-End of the Cold War in 1991 as USSR topples.
-Racial tension and race riots in the US in 1991 and 1992. Rodney King.
-Culture wars begin
-16 bit era in console games
-Simpsons is a cultural phenomenon
-Rise of grunge toward the end of this era...

Mid 90s:
January 1993-January 1997

-70s influence throughout this era. 70s movie stars all have comebacks, heroin chic becomes big
-Music is less produced and electronic than the early 90s.
-Death of Princess Di as a global, cultural event.

Late 90s:
January 1998-January 2000
(Core period, May 1998 - November 1999)
-Titanic is huge in 1998
-Monica Lewinsky scandal in 98 and 99
-Internet is mainstream
-Mergers and acquisitions
-Spice Girls, Nu Metal, Boy Bands
-Y2K fears
-Peace in the US
-Flip phones begin to appear among middle class adults
-The Phantom Menace is a huge hit, but divisive, in 99
-The Matrix
-The Sopranos debuts in early 99 and redefines TV.
-Anxiety about what the new Millenium will be like, existential crises: "Where does America go from here?"
-Culture wars continue. LGBT rights are helped with the coming out of figures like Ellen Degeneres and Rosie O'Donnell.
-Continued economic prosperity
-Back to electronic sounds in music in pop, industrial and techno.
-Fall of Sega, Playstation and Nintendo dominate, 64 bit era.
-Baldur's Gate brings RPGs back to life as a mainstream PC genre. Zelda: Ocarna of Time is huge.

Early '90s - 1 January 1990 to Summer 1993
* I'm not going to call any part of 1989 "early '90s" when it was still the '80s. The early/mid/late cutoffs are a bit more subjective, though.

Mid-'90s - Autumn 1993 to Winter 1996/1997
* Starts here because grunge culture, gangsta rap, and Clinton's presidency had several months to ease into the mainstream, madchester was on its very last legs, and a particularly large number of notable television shows debuted in 1993, overtaking the era of Saved By the Bell, Tiny Toons, and In Living Color. Also, eurodance firmly established its identity above house music by late 1993.

Late '90s - Spring 1997 to 31 December 1999
* Starts here because the proper grunge movement was dead by this point and only had vague, post-grunge vestiges leftover, teen pop became popular in the US again with the Spice Girls, Hanson, Backstreet Boys, Savage Garden, etc.; West Coast gangsta rap lost momentum and was replaced by No Limit, Puff Daddy and Mase popularized glam rap, the 5th generation of gaming was fully standard, Tony Blair became the UK Prime Minster, eurodance was declining in the US and was already fully replaced by trance in Europe, and 1996-early 1997 was one of the more changeful periods in television during the decade.

I started primary school ( non-preschool) in September 1996, 1997 it was really more late than anything I remember that year vividly like when I was in 97 I knew the year was 1997, everything still looked very old and non-modern and the clothing was still of a more rugged construction made from heavy duty materials, baggy shirts with the colourful vertical stripes on were still fashionable as well, the last quarter of '96 was when the late 90s culture overtook the mid 90s, but the late 90s was distinct from the early 2000s and still very old school as I've explained,  that  period October '96-febuary '99, (maybe extended up too may '99 even) , I wasn't around for the early 90s so can't say

I agree with this. While 1992-1993 school year fashion looks very mid '90s to me, I don't think it truly got underway until TV shows like the X-Files, Frasier, NYPD Blue, Texas Walker Ranger, Mighty Morphin' Power Rangers etc. made their debut in late 1993.

Sonic the Hedgehog, grunge, house music, big hair, controversial cartoons, GOOD educational programming, STAYING OUT PAST DARK, mall cops not thinking they're the police, treasure trolls don't bring you good luck (or so Liz thought), Barney is the worst thing on TV period, rollerblades, ICE POPS

Sonic the Hedgehog, plaid, alt rock, OJ is on trial (no not orange juice), Nickelodeon, PBS is still fine, LET'S LOOK FOR BLUE'S CLUES :D

Late 90s.

This era starts off with 9/11. Emo starts to become popular with bands such as Dashboard Confessional, Taking Back Sunday, and Jimmy Eat World. Party Rap popular with music acts such as Nelly's "Hot in Herre", 50 Cent's "In Da Club", Usher's "Yeah", as well as with the emergence of crunk with Lil Jon's "Get Low". Dial Up still more prevalent, but broadband rising in popularity. 6th Gaming Generation in full swing.

Cultural Mid 00s
2004-2005
2005-2006
2006-2007

Broadband outsells dial up in Late 2004, starting the Web 2.0 era. MySpace and YouTube become popular, especially amongst emos. Speaking of emo, this was its apex, with bands such as Hawthorne Heights, My Chemical Romance, Fall Out Boy, and Panic! At the Disco. Even non-emo bands such as Green Day, Three Days Grace, Breaking Benjamin, and Evanescence had albums that appealed to the emo crowd. Ringtone rap becomes popular. Transition between 6th and 7th gaming generations. Katrina occurs.

Cultural Late 00s
2007-2008
2008-2009
2009-2010

Recession starts in December 2007. Electropop and Swag culture emerging, yet emo still popular, creating an unholy transition also known as Scene Swag, for lack of a better term. Out of this comes abysmal crunkcore groups such as 3OH!3 and BrokeNCYDE. Nintendo Wii hitting an apex in popularity with Super Mario Galaxy, Super Smash Bros Brawl, Mario Kart Wii, and New Super Mario Bros Wii. The Call Of Duty craze starts in November 2007 with the first Modern Warfare. Obama elected.

Cultural Early 10s
2010-2011
2011-2012
2012-2013

Electropop at an apex, with the popularity of smash hits such as LMFAO's "Party Rock Anthem" and PSY's "Gangnam Style", the latter of which becomes the first YouTube video to grace a billion views. Black Ops brings about an apex in the Call of Duty craze. Tea Party and Ron Paul movements take steam, especially after Obama pursues regime change in Libya, betraying his dovish campaign message, though Obama gets reelected in the end.

Cultural Mid 10s
2013-2014
2014-2015
2015-2016

The music scene shifts with the debut of Lorde, whom is arguably Generation Z's Britney Spears. The political climate starts to become darker with Russia's annexation of Crimea, and the emergence of ISIS, as well as the rise in shootings and terrorist attacks, and the 2016 election campaign. The 8th Gaming Generation comes in full swing with the release of the PS4 and Xbox One.

Did the mid-‘90s really last that long? The teen pop movement was already pretty well-established by the second half of 1997 in the US (it had been going on in Europe since late 1996), even without Britney Spears at the forefront of the movement. The 5th generation of gaming didn’t truly take off until the 1996-1997 shool year and it was very much standard by the 1997-1998 school year, staying that way thru 2000-2001. KoRn and Foo Fighters were both more popular in the late ‘90s than the mid-‘90s.

Also, how in the world are Linkin Park a “late ‘90s” band? Not only did their debut album not come out until late 2000 and sound pretty distinct from most late ‘90s rock, their biggest hit, “In the End” didn’t blow up until the 2001-2002 school year. Also, Meteora was basically Hybrid Theory Pt. 2. Linkin Park defined the early 2000s, not the late ‘90s.

I definitely agree, actually, that there was a pretty significant shift in music in the 1998-1999 school year, but I also think 1996-1997 was changeful enough that 1997-1998 is most intuitively distinguished from the mid-'90s. It's still a bit tricky though because I think the late '90s era of music (dominated by the vestiges of core '90s culture, as well as the Spice Girls, Puff Daddy aka shiny suit hip hop, and No Limit) is at least fairly distinct from the Y2K era, during which the already prominent teen pop movement became absolutely enormous with the debut of Britney Spears, plus several other acts like Christina Aguilera, Westlife, S Club 7, and Mandy Moore becoming hugely popular. Also, there was the beginning of the latin pop craze, as well as nu-metal reaching its height.

While I described the late '90s here as spring 1997 to 31 December, 1999, I would say that spring 1997 to early spring 1999 was the regular late '90s, while roughly May 1999 to September 10, 2001 was the Y2K era, a period with a very distinct cultural identity that falls squarely in-between the late '90s and early 2000s. You are absolutely right that songs like "Too Close" and "My Heart Will Go On" are more similar to core '90s music than they are to their Y2K era equivalents such as "Give Me Just One Night (Una Noche)" or "Thank God I Found You" (a Mariah Carey ballad, but which has much busier, more synthesized production than her earlier hits). However, I also can't personally imagine stuff like "It's All About the Benjamins", "Ecuador", "MMMBop", "You Make Me Wanna", or "Barbie Girl" truly representing the mid-'90s.

Early 90s.
Sonic the Hedgehog, grunge, house music, big hair, controversial cartoons, GOOD educational programming, STAYING OUT PAST DARK, mall cops not thinking they're the police, treasure trolls don't bring you good luck (or so Liz thought), Barney is the worst thing on TV period, rollerblades, ICE POPS

Mid 90s.
Sonic the Hedgehog, plaid, alt rock, OJ is on trial (no not orange juice), Nickelodeon, PBS is still fine, LET'S LOOK FOR BLUE'S CLUES :D

Late 90s.
Sonic the Hedgehog until 1999, Spice Girls, Pokémon, anime, Toonami, ZOOM is awesome, Y2K OH NO, SpongeBob is a great new show, sleek and spacey tech, EPISODE I SUCKS EVERYBODY KNOWS A NEW HOPE WAS THE FIRST FILM
