1990-1991: It was still 80's pop culturally

1992-1998?: People probably thought that the 80's sucked

1999?: I would say 80's nostalgia began in the late 90's or early 00's

From what I heard, 80s nostalgia began in 1997 with the movie "Grosse Pointe Blank". Also there were hair metal and new wave reunions then. From 1991-1996, the 80s were hated and thought of as uncool.

1990-Mid '92

Some Boomers and Early Xers: We're still pretty much living in the 1980s.
Most Early and Late Xers: The '80s sucked. I'm glad it's the '90s now.

Late '92-1998

Early Xers: The '80s were the best. Let's hold an '80s party!
Late Xers: The '80s were lame.

Here's my 90s kid take on the 80s.

I don't remember people hating on the 80s. People either disliked Reaganism, glam metal, or synth-pop, or something associated with the 80s but never the whole decade. For grown-ups, the 80s was a recent period of time that had just passed. For me as a kid who only spent 3 1/4 years in the 80s, that decade simultaneously felt recent in a just went out of fashion way AND ancient history. However 70s and earlier felt really distant but in an interesting kind of way. I appreciated 80s movies like Back to the Future, The Goonies, ET, Poltergeist, Ferris Bueller, etc but by the mid-90s they still seemed dated. By the mid-90s, they were just classics to me. But anything less than an 80s classic usually didn't seem worth the time. TV still played a ton of 80s movies and shows in the 90s. There were still a lot of 80s hangovers in the 90s. Actually, there were a nice amount of 70s hangovers in the early, mid-90s as well. I remember one of my childhood friend's dad put on some glam metal and even tho I didn't care too much for rock music at the time, the music still sounded pretty played out for rock. I think that happened around the time The Foo Fighters got big (97 or 98). When I saw pictures of my family in the 80s, they looked so ridiculous in 80s fashion. I wish people would look into black 80s fashion because it was white 80s fashion on fking steroids.  ;D 90s fashion felt so...right. It was subdued and "normal". 90s fashion still feel more "normal" to me than 80s or 00s imo.

Now that I'm an adult, the 80s feel VERY recent somehow.

The 80s felt immediately dated once they were over. In the aftermath of the 80s people realized how cheesy the decade had been and it was held in scorn. Things became more earthy again in the 90s. Much of this was a reaction against the silliness of the 80s.
