It's gonna take quite a bit longer than that, considering we're still stuck in the phase of sending probes rather than organisms to the planet. It would take a lot more resources and financial investment to put together a sustainable habitat on Mars.

We won't live in Mars, but space tourism to Mars may or may not happen by the 2030s. SpaceX is planning to send two people on a return trajectory rocket to the Moon and back, and this is slated for 2018. Currently, the cost is possibly the hundreds of millions, but as the technology gets better and thanks to economies of scale, we can see the price come down by the end of the 2020s decade. Space tourism might indeed be a viable industry and affordable for the middle class in the 2030s or 2040s.

I think it's very unlikely that people will be living on Mars in the 2030s. Even though it has been talked about as being a time-frame for human civilisation on the planet, I don't think we are at a point where it would be ethically and financially viable to do so. There was actually a mini-series which aired on National Geographic last year called "Mars" and it weighed in on the possibility of sending humans to Mars in the 2030s. The series stated that 2033 is the year that NASA has in mind to send the first people to the planet. It may seem like a long time away, but 2033 is only 16 years off. It's not a big time-span in the grand scheme of things.

It is, but it's not sustainable. The Moon would never be able to accommodate mass human civilisation, as for one, it is way too small and two, it orbits the Earth. One of the main reasons for the mission to Mars, is so that we can sustain human life in case of a disaster on Earth. Since the Moon orbits the Earth, it doesn't offer any advantages in such a scenario where humans need to evacuate the Earth.
