Poor sad dumb penguins  :'(

And Earl, it's funny!  If you can't laugh at penguins, you can't laugh.

I get the part where the lake is frozen, but what "then"?  What happens next?

It's a British way of speaking, "You alright, then?" "Well go outside and get the paper then!" that type of thing..

"The lake's frozen then?" would have been a rhetorical question..

The exclamation point at the end threw me off :)

"Lake's frozen, then!" :D

Then?  Hmmm... nobody's referring to a point in the future.  It's like, for instance, if one of your co-workers spilled, say, liquid nitrogen on themself.
You might say: You're a real klutz, then.
If he dared to say "Then what?" you'd have to hit him on the head with a rubber mallet.
I'm sweating... it's warm, then.
I'm want a drink... you're thirsty, then.

Please tell me you get it, Earl... http://www.click-smilie.de/sammlung/cool/cool031.gif
