A toss-up between Janis (for sheer undiluted passion in the voice) and Suzi (for making 'leathers' an art-form...!!)

I voted for Heart because they became popular before The Pretenders...as fo Janis...she was a fantastic singer but her style was Blues

It doesn't matter who was around first, it's who was more influential for women in rock, regardless of who was "around first."
