Can I like re-release a song?  I mean if i think that if it was written now, it has a better chance at making the charts, or if it was put out when the charts were down.

i think you can if you tell chucky about it i rereleased a song with some improvements ¨bombs over baghdad¨ and it got 2 votes instead of the original none. And its still relavent to today so people should look at it and vote

if you are rewriting it, then yes by all means resubmit it.. if it's just the same song and you're trying to get more votes for it, than no.
