okie my mom wants to know the artist and name of this song. all she knows is this one lyrics and that the artist is female: "Why I Didn't Call".

What about "Don't know why" by Norah Jones? I know this song was just discussed on this board. And the repeating lyrics is "Don't know why I didn't come". So your mom could be mishearing the lyric.
