Are parodies that are in general covered by another author not allowed?

I'm not sure what you mean.

1. Yes, you can parody a song that has been parodied before.
2. I think you can use a parody topic that has been used before, if you use it on another song.

Are you asking if someone does parodies of, say, political stuff, can you do them as well?

If so, go ahead. William Tong is the king of political parodies but plenty of other people write political parodies as well.
