Subject: unknown 80's song

I heard a song a few days ago I would consider it an 80's song, possibly new wave. The problem is the only lyrics I have are "I promise you" its a male singer and he says that about 10 times possibly more. He possibly said "all the way" after " I promise you" but I have searched the internet and have found nothing. So that may not be correct. please help if you can. I am eager to find out what the title of it is. I know I did not give you much of a lead but any help I can get would be wonderful.

Maybe When In Rome's 1988 song "The Promise" ?
