Why They're Nonsensical:
Usually love Bono's lyrics but em...if someone doesn't smoke, why are they gonna go to seven eleven and buy some cigarettes?

That's simple - to break a big bill.  Obviously the woman being spoken too in this song has too much money, and is probably into the drug/party scene in a big way.
