Subject: 80s song with sound effects

I'm looking for the title of a song that came out some time around 1981 - The thing I most remember is that it had sound effects - some spoken word bits - like voices talking over police radio - and either helicopter or machine gun sounds (i think helicpoter). The song had a story I think, someone being chased by police. I had a very high-pitched refrain, as I remember it. I have the tune in my head, but can't thing of a single word.

Got a reply in another thread - Friends of Mr. Cairo is the title.

Friends of Mr Cairo was done by Jon Anderson and Vangelis

I always found it weird that that song neither appeared in either the US or UK top 40 ???
Here in Canada, it was a #1 hit
