I sounds like a foregin version of that song... the best things in life are free. and then the chorus is I want money - that's what I want

From 1979 the does sound like the above mentioned which is Money by Flying Lizards, which was a cover of a Beatles number

That's definitely the Beatles ;)
...incidentally, the Beatles' version of Money is a cover, too, IIRC. However, the song playing is definitely not a translated version of "Money", Flying Lizards or otherwise.
Sounds French, but googling the phrases I can make out doesn't give anything.
