Google tells me it's a Leonard Cohen song. A couple of weeks ago on Jonathan Schwartz's radio show I heard a hauntingly beautiful version of this sung by a female vocalist who sounded like...a combination of Kate Bush and Jill Sobule, I would say. The instrumentation was a lot like that of Abba's "Morning Angel." I have searched and searched for who might've done this, and figured I'd check whether anyone here knows before getting in touch with Mr. Schwartz myself...

I think it's Roberta Flack too. Incredibly hard-to-find track on LimeWire, btw. :(
There's also a version by Herman van Veen (Dutch singer) with Lori Spee (she's American). I know that's not what you're looking for, but I just had to mention it. :P That track is even harder to find.
