I'm starting to understand Philbo's frusration with the stupidity of his government, apparently they're now reviving an idea from the witch hunt days of the middle ages, to give a man the power to make up his own laws on the fly-by without the hassle of normal jurisdiction etc.

But how do you parody a government that has become a parody itself?
