Red Ant proposes changing this:
~~Anyone who enters but does not vote by the end of the voting period is disqualified and may not participate in the next letter.
~~Comments are STRONGLY encouraged
to this:
~~Anyone who enters but does not both comment on all entries and vote by the end of the voting period is disqualified and may not participate in the next letter.
This is basically the same rule that passed overwhelmingly in SOTM.

Although I am not participating in this event, I would throw a vote in for YES, only because the SOTM has it too. It would just be silly and confusing for newbies to have it one way and another.
